CMS released the 2025 Medicare Star Rating Technical Notes in the Second Plan Preview on Friday, September 6th. The publication of this document allows for analysis of the measure-level cut points changes. This paper analyzes the latest cut point changes to understand how Tukey, guardrails, and changes in the overall quality performance have led to the highest Star Rating cut points in the history of the Star Ratings program.
